Especially since the 18th National Congress of the Communist Party of China, Shenzhen has implemented new development concepts and fulfilled the requirements of high-quality development. It has continuously overcome various new challenges in reforms and opening up.

The "Shenzhen Implementation Plan for the Pilot Comprehensive Reform of Building a Pilot Demonstration Zone of Socialism with Chinese Characteristics (2020-2025)" was issued recently. The 27 project targets and mission requirements have pointed out a new path for Shenzhen to start from reform and opening up in the new era.

Wang Weizhong, deputy secretary of the Guangdong Provincial Party Committee and Secretary of the Shenzhen Municipal Party Committee, stated that Shenzhen will adhere to Xi Jinping’s new era of socialism with Chinese characteristics as a guide, take the 40th anniversary of the establishment of the Shenzhen Special Economic Zone as a new starting point, and strive to build a pioneering demonstration zone of socialism with Chinese characteristics. Go forward and strive to create an urban example of a powerful modern socialist country.

●Deepen reforms and enhance competitiveness

On October 9th, the "Private Luohu Digital RMB Red Packet" event was launched. 50,000 red envelopes, 200 yuan each, benefit the people and promote consumption through the "lottery lottery" method.

This is a digital renminbi red envelope pilot activity carried out by the Shenzhen Municipal Government and the People’s Bank of China. It is an innovative practice to stimulate domestic demand during the normalization of epidemic prevention and control. It is also a routine test in the digital renminbi research and development process.

In Shenzhen, such reform and innovation measures are not uncommon. On August 24, the first batch of 18 companies successfully listed on the Shenzhen Stock Exchange after the implementation of the registration system on the Growth Enterprise Market, marking the official landing of the major reform task of reforming the Growth Enterprise Market and piloting the registration system.

At the beginning of this year, the Shenzhen Municipal Committee for Comprehensive Deepening Reform passed the 2020 work points, focusing on the construction of pilot demonstration areas, governance system and governance capacity modernization, and will coordinate and promote a total of 43 key reform tasks in 7 areas including economy, democracy, rule of law, and culture. .

"The government does not intervene if there is nothing wrong with enterprises, the government does not reach out if there are good things for enterprises, and the government does not let go if there are problems for enterprises." In March this year, Shenzhen released a list of key tasks for optimizing the business environment reform, and proposed 210 specific reform measures in 14 key areas. Strive for "one network, smart, second batch, precise service". "After the implementation of the reform, Shenzhen enterprises will realize'one link, completion within one day, zero running, and zero expense' for the start-up of enterprises in Shenzhen." The relevant person in charge of the Shenzhen Municipal Market Supervision Bureau said.

Reform to enhance core competitiveness, reform to stimulate the vitality of market players, and reform to improve government efficiency. Up to now, Shenzhen has launched nearly 250 "second approval" items and nearly 200 "insensitive applications" items, realizing 100% of all government service items to be stationed on the online service platform, and truly achieving the "one network connection" and "the whole city can do" . Shenzhen has also taken the lead in promoting individual bankruptcy legislation, etc., striving to create the safest, stable, fair and just, and rule-of-law city.

From January to July this year, the number of newly registered enterprises in Shenzhen increased by 14.1% year-on-year, and the total number of commercial entities and the density of entrepreneurship ranked first among large and medium-sized cities in the country.

●Fully open, bringing new impetus

At 20 o'clock on September 11, Shenzhen Pinghunan National Logistics Hub, the "Bay Area Code" China-Europe Express train with full cargo is ready for departure, and a 16-day intercontinental transportation journey will begin. On August 30, the Shenzhen Municipal Government and the world's second largest retailer, Costco, signed a headquarter economy development cooperation agreement. The South China headquarters and first flagship store of this global Fortune 500 company will be located in Shenzhen. In the first half of this year, Shenzhen has set up nearly 2,000 foreign-invested enterprises, absorbed nearly US$8 billion in contractual foreign capital, and actually used more than US$4 billion in foreign capital.

At the same time, a large number of Shenzhen local enterprises are gradually moving toward the center of the global competition stage during the full opening up. TRANSSION mobile phones focusing on overseas markets have a market share of 45% in Africa; 80% of global smart wearable products are made in Shenzhen; DJI drones occupy more than 70% of the global consumer drone market share... …

Shenzhen's connection with the world is getting closer. At present, Shenzhen has more than 200 container liner routes connecting countries and regions along the 21st Century Maritime Silk Road; 41 international passenger routes covering 20 countries; international passenger routes reach 60 cities around the world, achieving annual passenger throughput in 2019 Over 50 million passengers and the annual international passenger volume exceeded 5 million.

According to Shenzhen Customs statistics, from January to August 2020, the total value of Shenzhen's imports and exports reached 1.88 trillion yuan, a year-on-year increase of 2%, accounting for 9.4% of the country's foreign trade imports and exports.

●Innovation leads, high-quality development

"Shenzhen mainly uses market forces to promote innovation." Shenzhen Mayor Chen Rugui said that Shenzhen has formed an innovation system with enterprises as the main body, market-oriented, and in-depth integration of industry, academia and research, and has built a "basic research technological research achievement industry". In recent years, Shenzhen has also actively strived for and deployed national laboratories, state key laboratories, large scientific devices, etc., to make up for weak development shortcomings in basic research. At present, Shenzhen has built a total of 12 basic research institutions, 11 Nobel Prize laboratories, and 2642 innovative carriers such as Pengcheng Laboratories and the National Supercomputing Shenzhen Center.

In the first half of this year, the value-added of Shenzhen's advanced manufacturing industry increased by 2.4% year-on-year, and the growth rate rose by 12.6 percentage points from the first quarter; the added value of high-tech manufacturing industry increased by 2.2% year-on-year, and the growth rate rose by 11.7% from the first quarter. At present, Shenzhen is transforming from application technology innovation to basic technology, core technology, and cutting-edge technology innovation, and from following imitation innovation to source innovation and leading innovation.

●Increase investment and draw a picture of people’s livelihood

In the past three years, Shenzhen has renovated and expanded 109 public primary and secondary schools, newly built 257 kindergartens, and added 327,000 various degrees, making it the city with the largest increase in the supply of degrees among the first-tier cities in the country.

From January to August this year, Shenzhen’s expenditure on education and medical services in nine categories of people’s livelihood was 168.7 billion yuan, accounting for 67.9% of fiscal expenditure. The proportion of education expenditure in financial expenditure has increased from 13% three years ago to the current 19%. The average financial investment of public hospitals accounts for 32% of their total income, while the proportion of personal cash expenditures for public medical treatment is only 14%.
